George R. Culmer

George R. Culmer, a planning consultant for the Model Cities Program in Philadelphia, was named admissions director of special projects on April 3, 1969. His primary duty was to facilitate the recruitment of disadvantaged students, including Black students, to the University. Later that year Culmer was named interim director of the new Equal Opportunity Program (EOP).
